A checked bag added online with Ryanair a week before departure might cost around 25 euros. The same bag, added at the bag drop desk at the airport, can cost 59 euros or more, and if you try to bring it to the gate as an unpaid oversized item, the gate fee is often the highest tier of all, sometimes over 70 euros. The bag has not changed. Only the moment you decided to pay for it has.
Budget airlines price ancillary extras like bags, seat selection and priority boarding on a rising scale deliberately, the same way concert tickets get more expensive as a show approaches. It is not a glitch or an oversight; it is the business model. Full-service carriers like British Airways or Lufthansa are somewhat more forgiving, but even they typically charge more for an airport bag purchase than an online one.

On full-service airlines, upgrading from economy to premium economy or business after booking is usually possible through the manage-booking portal, through a phone call, or via a bid-based upgrade program like Lufthansa's, where you offer a price and the airline may accept it closer to departure if the cabin has empty seats. Frequent flyer miles can sometimes be used for the same purpose, often at a better value than paying cash outright.
